TS Fengsheng

Tropical Storm "Fengsheng" (aka "Frank") hovers over Central Luzon as of 1:00AM on June 22. It is now 4:27AM and tropical storm signal #3 has been hoisted over Metro Manila. The breeze flowing in through the window is wonderfully cool, but the banging of scaffolding material from a construction site across the street and the sound of generators tripping on portends floods and a debris filled streets when in a couple of hours.
